Charter reports are useful and biased at the same time: they are first-hand observations, but they are also marketing. The answer is not to ignore them. It is to preserve the provenance and aggregate broadly.

Each record keeps its source, original link, report date, fetch time, region, species terms, methods, and extraction confidence. We summarize only what the source supports. We do not turn “a few fish” into a count, or a port into a precise offshore coordinate.

As coverage grows, trend views will show how many independent reports support a signal. Feed outages will display as stale or unavailable. They will never be translated into “no fish.”
